3% impression → page-view rate means your icon or subtitle isn't selling the click. Average is 5-7%. Test one of: (1) icon redesign with one strong visual element, (2) subtitle that says what the app does in 5 words, (3) screenshot 1 with a hook overlay. Change one thing, run for 2 weeks, measure.
